Bourse unlocks when you build the Warehouse. In Bourse you can exchange goods. The goods are always the same, but there is daily limit (right bottom corner). On the right side are goods you give and on the left side there are goods you receive. The amount of the goods is displayed below the picture of each good. There is also an area where you can buy rubbies with real money or watch ads to get Coffee beans or Treasure map fragment level 1.
